Background
- The FIQC, Chattogram was established in 1975 – 76. It got its legal backing in 1983, when govt. enacted a comprehensive legislation entitled “The Fish & Fish Product (Inspection & Quality Control) Ordinance, 1983.”
- The driving forces for establishing FIQC at that time were to tackle the quality problems (detection of Salmonella, filths and extraneous substances) of Frog legs and Shrimps detected at the US ports.
- Initial focus was on Microbiological analysis of the collected samples from the processing establishments and to some extent chemical analysis for issuing pre-shipment health certificate.

Quality policy of FIQC (RCA), Chattogram
- The Fish Inspection & Quality Control (FIQC), Chattogram is committed to good professional practices and to the quality of its performance according to provisions provided by the “Fish & Fish Product Inspection & Quality Control) Rules, 1997”(Amended 2008, 2014, 2017).
- It updates its resource's skill by proper training as per needs and committed to continually improve the effectiveness of the management system by adopting emerging quality assurance disciplines. In this concern top management continues to support and provide directions to achieve this goal.
- The organization's quality policy calls for " Quality first and Do the work on time, Every time" following regulations.
- Enforcement of FIQC Acts and relevant rules i.e Implementation of FIQC Rules1997(Amended 2008, 2014, 2017)
- Inspection of the processing plants, fishing vessels and other establishments.
- Issuance & renewal of licenses for the establishments.
- Official controls on establishments to verify food safety compliances
- Collection of water, ice and SWAB samples from the establishments.
- Pre-shipment Inspection (PSI) and Collection of samples from Fish processing plants and Fishing Vessels for issuing Health Certificate.
- Sending the collected samples to Lab for analysis (microbiological & chemical)
- Issuing health/salubrity certificate for export.
- Conducting training programs for all stake holders

Main Areas covered by FIQC Rules Official Control of RCA
- Infrastructural facilities and operating procedures to produce safe food products are stated in Schedule-1, 2 and 3 which are equivalent to Regulation (EC) No 853/2004 section VIII.
- QAP based on HACCP principles detailed in schedule-9 and rules-19 which is equivalent to Regulation (EC) No 852/2004 Chapter II. HACCP Regulation).
- Labeling information stated in the rule-8 which covers the requirements of Regulation (EC) No 853/2004 Chapter VI.
- Rules-23 and Schedule-14 and rules-23 stated traceability which laid down in EC Regulation 178/2002 .
- Control over usages of Aquaculture Drugs which is stated in Schedule-17 and rules-21.
